Random Testing Program Managment

Applicant Insight handles all aspects of Random Program Management pursuant to regulatory requirement or company policy. Ai will also manage and maintain your census for those included in the random program, will conduct the random selection process and send notification for those randomly selected.

Employee/Supervisor Training

Supervisor Training
A critical first step in combating drug and alcohol abuse in the workplace is to create clear policies. Once the policies are created, it is imperative that supervisors and those responsible for enforcing the policy are adequately trained to recognize the signs of drug and alcohol use. Ai offers a full suite of web based courses to meet the federally mandated DOT training requirements for Reasonable Suspicion Supervisor Training or in support of a client’s Drug Free workplace program. In addition, we offer Designated Employee Representative (DER) Training programs for supervisors that are new to the roles and responsibilities of the DER in a drug testing program.

Employee Training
Providing education to your employees goes a long way to preventing drug abuse in the workplace. A substance abuse awareness program can help them understand the personal costs of drug abuse, as well as the cost to their own jobs. Ai's Employee Training is a web-based course and explains why and how substance abuse impacts the workplace.

Substance Abuse Professional (SAP)

Applicant Insight provides a Substance Abuse Referral service in which we will assist in locating a SAP in your area. SAP Referral Services nationwide network is compiled of Substance Abuse Professionals who have completed DOT required training and testing and who are experienced in working within the guidelines of the Department of Transportation’s Regulation 49 CFR Part 40.

You will be connected to Ai's MROs answering service. They will quickly have a MRO representative contact the designee back and will coordinate the services that need to be performed.

The MRO and Ai have strict procedures in place that allow for them to communicate all coordinated after-hours services so that the following morning Ai resumes all follow up to ensure the results are reported out to our client in a timely manner.

Medical Review

Medical Review is a critical step in the drug testing process. The Medical Review Officer is a licensed physician that has several responsibilities in the testing process. The medical review process ensures that the test is legally defensible and that the individual is not legally taking prescription drugs.

The following are a list of responsibilities of the MRO:

  • Inspect drug testing document (Custody and Control Form) for completeness and accuracy.
  • Signature by MRO certifying that documents have been reviewed for completeness and accuracy.
  • Contacts the donor of positive test results to ensure that the individual is not under the care of a physician and conducts an interview and issues the final result.
  • Issues the final result.

Return-to-Duty Program Management

Applicant Insight works with the Medical Review Officer to communicate SAP (Substance Abuse Professionals) assigned Return to Duty programs. Applicant Insight is the liaison between our clients and the Medical Review Officer. Upon request we can assist in providing follow-up testing dates as specified by the MRO and ensure that our clients stay up to date with any changes in employees return to duty programs and remain in compliance with SAP programs.

Collections Site Management

Provide Applicant Insight with your current locations and we will match each of them with the closest Patient Service Center or Third Party Collection Facility able to collect the necessary sample. Ai will continually monitor new locations and keep you informed of the closest, most convenient locations.

Reasons for Drug Testing

Pre-Employment Testing

Pre-employment drug testing is conducted on a new hire/ prospect employee to monitor policy compliance and minimize health and safety risk for existing employees. An "employee" means any person who will work for salary, wages, or other remuneration for an employer.

Reasonable / Suspicious Cause Testing

Reasonable-suspicion drug testing means drug testing based on a belief that an employee is using or has used drugs in violation of the employer's policy drawn from specific objective and articulable facts and reasonable inferences drawn from those facts in light of experience. Among other things, such facts and inferences may be based upon:

  • Observable phenomena while at work, such as direct observation of drug use or of the physical symptoms or manifestations of being under the influence of a drug.
  • Abnormal conduct or erratic behavior while at work or a significant deterioration in work performance.
  • A report of drug use, provided by a reliable and credible source.
  • Evidence that an individual has tampered with a drug test during his or her employment with the current employer.
  • Information that an employee has caused, contributed to, or been involved in an accident while at work.
  • Evidence that an employee has used, possessed, sold, solicited, or transferred drugs while working or while on the employer's premises or while operating the employer's vehicle, machinery, or equipment.

Return-to-Duty Testing

As an Employer if you decide that you want to permit an employee who has tested positive on a controlled substance or alcohol test to return to work, you must ensure that the employee takes a return-to-duty test, with results that are negative. This test usually occurs after a Substance Abuse Professional (SAP) or an Employee Assistance Program (EAP) has determined the employee has successfully complied with prescribed education and/or treatment.

Post Accident Testing

Applicant Insight can manage your post-accident/incident program 24 hours per day.

Please be able to provide us details regarding where the accident took place and services to be performed. Ai will facilitate the coordination with a clinic or hospital to have all necessary services performed, and whenever possible, arrange to have forms altered, and will contact the designee to provide them all information to ensure the test is coordinated seamlessly within DOT required timeframes. We will track the results and ensure they are reported in a timely manner.

Follow-Up Testing

If the employee has a prohibited conduct event, a follow-up testing schedule will be determined by the SAP after the individual produces a negative Return-to-Duty test result. The employer is responsible for determining specific dates and times, in accordance with the determined testing schedule. Ai is able to work with the employer to coordinate the selection of dates and times for the follow up testing.

Random Testing

Random testing is conducted on a monthly or quarterly basis according to company policy. The selection of employees for a random test must be made with a scientifically valid method, such as a random number table or a computer-based random number generator matched to the employee's social security number or employee ID number.

Each employee selected for alcohol and/or controlled substances testing under the selection process used, shall have an equal chance of being tested each time selections are made.

If the employer has employees who fall under the Department of Transportation's defined Safety Sensitive Positions, then random testing must be conducted according to DOT Regulations.

Radar & Express Results Testing

This type of test is a point of collection test collected at a Patient Service Center. Clients enjoy the quick turnaround time of an instant test without having to handle the collection onsite at their facilities. All supplies and collection processes take place at a collection site near your location and negative results are available within 3-4 hours.

Oral Fluid Testing

Ai's oral fluid test is a lab-based test that utilizes the Intercept collection device. Oral fluid tests have rapidly become popular for non-regulated drug testing since the donor conducts the test under the supervision of HR personnel and does not require a gender specific collector. There is an extensive list of panels that are available with Oral Fluid collection devices, including devices to test for Cotinine (Tobacco). The most commonly requested test is the 6 panel.

Lab-based 6-Panel Oral Fluid Testing includes:

Detection times vary from those of urine and may detect recent usage more reliably than urine for many drugs, making it a great choice for post-accident/incident and reasonable suspicion testing.

State-of-the-art LC/MS confirmation is done on all positive samples. All results are verified by a Medical Review Officer.

Hair Testing

Hair testing is the most accurate and effective method of finding users of drugs of abuse. The most commonly requested test is the 5 panel.

5-Panel Hair Testing includes:

  • Amphetamines

  • Cocaine Metabolite

The standard for the industry is to test 1.5 inches, which provides a 90-day history of the donor's drug use. This tests uses a small sample of hair cut at the scalp, which is cosmetically undetectable. Hair analysis evaluates the amount of drug metabolites embedded inside the hair shaft, making adulteration impossible.

Collection of hair samples can be done at hundreds of locations across the country. If you would prefer to provide your own collection, we can train and certify your personnel in the proper hair sample collection process.

Frequently Asked Questions

How long does it take to get a negative drug test result?

Drug test results are typically received within approximately 24 to 48 hours.

Do I need to tell the collector at the time of specimen collection what prescriptions I am currently taking?

No, although the collector may ask. However, it does help to have prescriptions available in the event that you are contacted by the Medical Review Officer.

What does a Dilute result mean?

A specimen with creatinine and specific gravity values that are lower than expected for human urine.

What is the DER (Designated Employer Representative) responsibility when a non-negative result is received?

For a Dot test, refer to CFR part 40 for company specifications. For Non Dot test, refer to your company policy.

What is the review process at the MRO office?

The MRO receives the result from the lab and obtains all necessary paperwork. The MRO will then contact and interview the donor. The MRO will report out the result to Applicant Insight who will report the result to the company DER. The normal turnaround time for a non-negative result is 48 - 72 hours depending on the availability and cooperation of the donor with the MRO.

What is the difference between initial screening and confirmation testing at the lab?

The initial screening process at the lab separates the negative from non-negative results. GCMS testing is an extremely accurate test that is completed on non-negative results which provides quantitative results for the presence of a specific drug or drug metabolite.
